Certain uses, because of their special requirements, infrequent occurrence, possible
safety hazards, or detrimental effects on surrounding properties, and other reasons,
shall be permitted only upon the approval of the hearing examiner, after due notice
and public hearing, and a finding that it is consistent with the intent of the Tumwater
Joint Plan and the requirements of this title.
