A.

Impacts to critical areas are best reduced through avoiding the activity altogether; thus avoidance shall be the primary means to achieve the requirements of this chapter.

B.

Unavoidable impacts to critical areas often can and should be minimized by sensitive site design and deliberate actions during construction and implementation.
