§ 17.12.040. Facility improvement—Interest-bearing warrants.

The board of county commissioners is authorized to approve the acquisition, construction, improvement or maintenance of any facility within the service area and where such work has not been previously budgeted to pay for such work on interest-bearing warrants or otherwise, such funds are to be repaid in the following year's rates and charges; provided, however, that good cause is shown why the work to be performed should be constructed in the current year.
