Chapter 23.57. MASTER PLANNED DEVELOPMENT—MPD |
§ 23.57.060. Presubmission conference.
Prior to submitting a MPD application or a development application, the applicant shall meet with the department for an initial discussion of the proposal, as follows:
A.
The applicant or their representative shall present to the department preliminary studies or conceptual sketches which contain in a rough and approximate manner the information required on the MPD application. The purpose of the preliminary site plan review is to enable the applicant presenting the plan to obtain the advice of the department as to the intent, standards and provisions of this chapter.
B.
The department will make available pertinent information as may be on file relating to the proposal. It is the purpose of this conference to eliminate as many potential problems as possible in order for the MPD to be processed without delay. The conference should take place prior to detailed work by the applicant's architect, engineer or surveyor. Discussion topics at this time include such things as:
1.
The Olympia Joint Plan;
2.
The Olympia UGA Zoning Code;
3.
The shoreline master plan;
4.
Thurston County Critical Areas Ordinance, TCC Title 24, the Thurston County Agricultural Activities Critical Areas Ordinance, TCC Chapter 17.15, and the State Environmental Policy Act, indicating the environmental impact of the development;
5.
Availability and phasing of sewer and water, or need for utility over sizing;
6.
Storm drainage design and erosion control;
7.
Current fee schedules;
8.
Features of the development, and the rationale behind them;
9.
Street and sidewalk requirements and phasing;
10.
Trails and pathways;
11.
Bus stops;
12.
Phasing of off-site requirements such as sidewalks, street lights, traffic signals, utilities or improvement of adjacent streets;
13.
Design concepts (architectural goals and themes);
14.
Integration with current and future development on adjoining properties, including street connections;
15.
Process and time lines;
16.
Platting, if any;
17.
Other county requirements and permits.
C.
At the presubmission conference, the department will furnish to the developer, comments on how the proposed development conforms to county policies and regulations, and the department's requirements for development approval. The level of detail of department's comments will be directly proportional to the level of detail provided by the applicant. The department shall have the right to change its presubmission comments if changes are necessitated by:
1.
Changes to the plans and information provided by the applicant at the presubmission conference; or
2.
New policies or regulations adopted by the board of county commissioners subsequent to the presubmission conference.
