"Support facilities" means facilities such as streets, roads, highways, sidewalks,
street lighting systems, traffic signals, fire stations, electrical switching substations,
electrical power transmission towers, natural gas pipelines, telephone exchanges,
natural gas gate stations and regulating stations, domestic water systems, storm and
sanitary sewer systems, park and ride facilities and wells or well fields, all of
which are continuously related to public (or private) services.
