§ 21.63.030. Permitted where.

  • Mobile or manufactured homes are permitted as follows:

    A.

    As a primary use in a mobile or manufactured home subdivision of not less than five nor more than forty acres in all residential districts;

    B.

    As a primary use in a mobile or manufactured home park of not less than three acres nor more than twenty acres. Mobile or manufactured home parks may be permitted in all residential districts after receiving a special use permit;

    C.

    Manufactured homes, but not mobile homes, shall be permitted as a primary use on individual lots in all residential districts, except that all lots in preliminary plats submitted after September 1, 1996 shall not be used for manufactured housing unless the plat is approved as a manufactured home subdivision. Any manufactured home on an individual parcel that is used for residential purposes must meet the following standards:

    1.

    Be a minimum of twenty feet wide,

    2.

    Include a garage or carport. This requirement may be waived by the director where the deletion would be consistent with the surrounding neighborhood. Where required, the external material and roofing of the garage or carport must be the same as that of the dwelling unit,

    3.

    The manufactured home must be covered with an exterior material customarily used on conventional dwellings. The exterior covering material must extend to the ground, except that when a solid concrete or masonry perimeter foundation is used, the exterior covering material need not extend below the top of the foundation. Acceptable exterior covering materials include, but are not limited to, clapboards, simulated clapboards such as conventional vinyl or metal siding, wood shingles, shakes, or similar material, but excluding smooth, ribbed, or corrugated metal or plastic panels,

    4.

    The roof must be pitched so there is at least a two inch vertical rise for each twelve inches of vertical run. It must consist of materials customarily used on conventional dwellings, including, but not limited to, approved wood, asphalt composition shingles, shakes, or similar material, but excluding smooth, ribbed, or corrugated metal or plastic panels,

    5.

    The roof overhang must not be less than one foot measured from the vertical side of the home. When carports, garages, porches, or similar structures are attached as an integral part of the home, the director may waive the requirement;

    D.

    As an accessory use for security or maintenance personnel in the following districts, subject to site plan review:

    1.

    Mineral extraction district,

    2.

    Open space/institutional district;

    E.

    As temporary or emergency use in:

    1.

    Any district as part of a construction project for office use of construction personnel or temporary living quarters for security personnel for a period extending not more than ninety days beyond completion of construction. A thirty day extension may be granted by the department upon written request of the developer and upon the department's finding that such request for extension is reasonable and in the public interest,

    2.

    Any district as an emergency facility when operated by or for a public agency,

    3.

    In the open space/institutional district where a community need is demonstrated by a public agency such as temporary classrooms or for security personnel on school grounds.
