"Amendment" means any change, modification, deletion, or addition to the wording,
text or substance of the Zoning Ordinance, or any change, modification, deletion,
or addition to the application of the Zoning Ordinance to property within the Lacey
UGA, including any alteration in the boundaries of a zone, when adopted by ordinance
passed by the board of county commissioners.
