In general, the characterization of a proposed residential use, for purpose of application
of this title, is determined by the number of dwelling units within a building, regardless
of the nature of the ownership interest in the units or the land. Thus, for example,
the existence of two dwelling units sharing a common wall is characterized as a "two-family
dwelling" regardless of whether the units are rented (duplex), the units but not the
land are separately owned (condominium), or the units and the land are separately
owned (single-family attached).
