§ 17.12.070. Appeal.

Any property owner aggrieved by the inclusion of his property within the service area or by the assessment of rates and charges upon property or properties owned within the service area may appeal to the board of county commissioners within sixty days after receipt of the bill and, upon good cause shown (that is, the property is not within the service area, that stormwater drainage from all or a part of the property travels in some other drainage basin other than Black Lake or that the property was improperly classified), the board may remove all or a part of the property from the service area and/or make the necessary adjustments in the rates or charges.
