Thurston County adopts this chapter under the State Environmental Policy Act (SEPA), RCW 43.21C.120 and the SEPA Rules, WAC 197-11-904. This chapter contains the county's SEPA procedures and policies. The SEPA Rules, WAC 197-11, must be used in conjunction with this chapter.
