§ 15.06.070. Lien for delinquent charges and foreclosures.
A.
Pursuant to RCW 36.89.090, Thurston County shall have a lien for delinquent rates and charges, including interest thereon, against any property against which they were levied for stormwater control facilities, which lien shall be superior to all other liens and encumbrances except general taxes and local and special assessments. Such liens shall be effective without the necessity of any writing or recording of the lien with the Thurston County auditor, as provided for in RCW 36.89.093. In accordance with RCW 36.89.094, the county may commence to foreclose a stormwater service charge lien after three years from the date stormwater management charges become delinquent. Any rates and charges not collected by the treasurer shall be foreclosed in the same manner as real property tax liens.
B.
Delinquent stormwater service charges shall bear interest at a rate of twelve percent per annum, computed on a monthly basis.
